  The governing authority of the Federation is summarized as follows:
The elected Officers are responsible for conducting the day-to-day business of the Federation.
The Board of Directors vote on Policy and Procedures amendments and is responsible for decision-making during the year. The Board of Directors consists of the Officers and an elected representative from each ETSF Team.

POLICY 1 - TRAINING SEASONS [top]

POLICY 3 – PLAYER TRAINING PROGRAM [top]

  1.   ETSF shall provide optional Keeper and Skill training sessions in addition to the training provided by team coaches and trainers (based on resource availability) at no additional charge.

  2.   ETSF shall recommend qualified coaches to teams.

  3.   Occasionally, additional training in the form of player camps and clinics may be made available throughout the year. The cost of these camps and clinics may be in addition to the ETSF fees.

  4.   ETSF recommended coaches and trainers will attempt to average 2 to 3 practices a week during the specified training season. Variations in the schedule may occur due to field availability, daylight savings time, weather, and trainer/coach availability.

 
POLICY 4 - PLAYING AND PRACTICE FIELDS [top]

  1.   All coaches must schedule their practice fields through the Director of Coaching and Player Development. The Director of Coaching and Player Development will coordinate with the ETSF Commissioner to obtain sufficient practice fields from the City of Johnson City and from other community field sources. In the event a team desires to practice at another location rather than the location prearranged with the city, the team will be responsible for all reservations, paperwork and rental fees.

  2.   All coaches must schedule their match fields through the ETSF Commissioner.

  3.   The following fields are closed to ETSF soccer practice and games from December 1st of each year to the first Monday in March.

    a.   Winged Deer Park

    b.   Liberty Bell Complex

    c.   Memorial Stadium

    d.   Indian Trail Middle School

 
POLICY 5 - PLAYER COMMITMENT [top]

  1.   Players shall:

    a.   have dedication to ETSF and Team ideals and purpose

    b.   have strict adherence to the coach's instructions

    c.   maintain the highest standard of conduct and good sportsmanship

  2.   Player attendance at all games is mandatory except in highly unusual circumstances. Arrival time is at coaches' discretion. (See Attendance Policy for exceptions)

    a.   Players MUST bring their own drinks to games.
    b.   Players wear only the approved Team uniforms during match play and are expected to take pride in their appearance when representing the Team. Shin guards are mandatory and shirts must be tucked in.
  3.   Attendance at all training sessions:
    a.   Attendance at all basic team training sessions is mandatory (See Attendance Policy for exceptions)
    b.   Players MUST be on time and dressed in appropriate practice attire. Practice attire should take weather conditions into account. Shin guards are mandatory.
    c.   Players MUST bring their own drinks to practice.
    d.   Players MUST bring a USABLE soccer ball to practice.
    e.   Players arriving early will use the time to warm up.
    f.   Players will not interfere with other team practices being conducted at the same site.
    g.   Players are expected to assist in gathering practice materials at the conclusion of each practice.
    h.   Player of a Parent/Guardian in arrears with ETSF or an ETSF team shall not be eligible for tryouts until current.
    i.   Player of a Parent/Guardian in arrears with ETSF or an ETSF team shall not play until current. Player of a Parent/Guardian in arrears with the Team Coach may play or not play at the discretion of the Team Coach or Team Trainer.
 
POLICY 6 - PLAYER ATTENDANCE REQUIREMENTS [top]

Becoming a quality soccer player requires a high level of personal commitment. Players who miss practices and games for other sports may not improve as much as players who attended all practices and games. The best players will be placed on ETSF teams each year.
  1.   Attendance Requirements
    a.   Players shall attend a minimum of 80% of all basic team training sessions conducted each month.
    b.   Players are expected to attend all tournaments, league games, and scrimmages.
  2.   Excused Absences:
    a.   Any team event can be missed for participation in the Olympic Development Program.
    b.   Injuries that restrict safe play.
    c.   All absences must be reported to the team manager prior to the soccer event.
  3.   Exception for U13 and Younger Players
    a.   To allow participation in another sport or other continuing activity, an exception to the attendance requirements above can be made in one season of the year (Fall, Winter, or Spring). For that season:
      1.   A player shall attend at least 50% of the basic team training sessions.
      2.   A player shall attend as many league games and scrimmages as possible (the player is still expected to attend all tournaments).
      3.   Playing time may be reduced for the part of the season a player is exercising this exception.
      4.   Failure to conform to the attendance policy can result in reduced playing time and in severe cases removal from the Team. Only the Director of Coaching and Player Development can remove a player from an ETSF team.
 
POLICY 7 - HIGH SCHOOL SPORTS [top]

  1.   High school soccer events (games and practices) take precedence over ETSF team practices. Events in school sports other than soccer do not take precedence over ETSF team games or practices.
  2.   High school soccer players cannot play games or scrimmages with ETSF during the high school season.
  3.   If a high school player decides to train with ETSF during the high school season, that player cannot participate in any training scrimmage greater than 6 v 6.
 
POLICY 8 - TRAVEL [top]

  1.   If a player stays in a hotel room with another family, the parents/guardian(s) of the player are responsible for one-fourth (¼) of the room cost. If more than one player stays with another family on the road, then the parents/guardians of each player is responsible for their fair share of the room cost.
  2.   If a player is traveling with another family, then the player's parents/guardians are responsible for all expenses on the road (food, drinks, etc.)
  3.   If no family will take responsibility for a player on the road, then the player will be dismissed from the Team.
  4.   Parents/guardians are responsible for the cost of all damage their player may cause on the road.
 
POLICY 9 - TRYOUTS FOR ETSF TEAMS [top]

Introduction The City of Johnson City and ETSF offer three different ways for youth to play soccer.
    ·   The first way is to play recreational soccer for the Johnson CityParks and Recreational Department. Approximately 1800 youths take advantage of this service each year in the fall.
    ·   The second way is by registering an Independent team with ETSF. This method allows parents to form a team for any purpose and at any commitment level they feel is right for their team. Parents can then register with TSSA through ETSF.
    ·   The third way is to tryout for ETSF's competitive program. ETSF teams offer high level training and competition levels that matches the team’s ability. ETSF teams are specifically designed for the youth athlete who is considering making soccer his/her primary sport and who is interested in playing at the most competitive level available. ETSF holds open tryouts to allow every youth athlete to have a chance to play and train on an ETSF team.
  1.   Every effort will be made to place every competitive player on an ETSF Team.
  2.   Every effort will be made to create a competitive team in each age bracket, or if this is not possible then a competitive multi-age team will be created.
  3.   If enough players exist to create two (2) or more teams in an age bracket (or multi-age bracket), then Navy and White teams shall be established. The purpose of the White team is to keep players in the system so they will have a chance to make the Navy team. The best players shall be placed on the Navy team, then the White team will be filled.
  4.   Every attempt shall be made to make Navy and White U9 and U10 teams competitively equal. U9 and U10 teams may be coed to give our girls program a better start.
  5.   U-8 players shall not tryout for ETSF teams.
  6.   Player Selection
    a.   ETSF Annual Open Tryouts shall be held each year in May and June.
    b.   The Director of Coaching and Player Development and coaches and trainers contracted by ETSF selects players for ETSF Teams. Optionally, ETSF may use other qualified individuals to help with tryouts.
    c.   All players will tryout for their age appropriate team.
    d.   A player may play in an older age bracket with the approval of the Director of Coaching and Player Development.
    e.   Once a player is placed on an ETSF team the player cannot be removed from the team (except for disciplinary reason) until the next ETSF Annual Open Tryout.
  7.   Adding Players After Tryouts
    a.   Players may be added to a team as necessary with the approval of the Director of Coaching and Player Development. The tryout will be held as part of the teams normal training session(s).
  8.   Age Requirements
    a.   To be eligible for a specific age group, players must satisfy the age requirements established by FIFA and the USSF. Age group teams consist of players whose birthdays fall between August 1 and July 31 of the following year.

  1.   ETSF will recommend the best-qualified coaches available in our area to coach/train each ETSF team.
  2.   In the event a qualified coach is not available for a team then ETSF will recommend a qualified trainer. In this case a parent must volunteer to be the game day coach. The trainer provided by ETSF will train the parent coach. If no parent will volunteer to be the game day coach then the team will be dissolved.

POLICY 12 - LEAGUE AND TOURNAMENT PLAY [top]

  1.   ETSF U9,U10,U11 Teams
    a.   shall play in the Knoxville League or a league authorized by the Director of Coaching and Player Development in the Fall and in the Spring.
    b.   shall attend no more than two (2) overnight tournaments in a entire playing season. In addition, the team shall not attend any tournament with a driving distance of 4 hours or more from Johnson City.
    c.   shall play in at least three (3) outdoor tournaments in the Fall, to include ETSF, and at least three (3) outdoor tournaments in the Spring, to include ETSF .
  2.   ETSF U12 and Older Teams
    a.   shall play in the state league with the approval of the Director of Coaching and Player Development.
    b.   shall play in at least three (3) outdoor tournaments in the Fall, to include ETSF, and at least three (3) outdoor tournaments in the Spring, to include ETSF .

POLICY 14 - INDEPENDENT TEAMS [top]

  1.   A Team registering with ETSF as an Independent Team and desiring to practice and play in Johnson City must schedule their practice fields, game fields, and referees through ETSF with approval from the Board of Directors.
  2.   ETSF will provide the following services to an Independent Team:
    a.   Registration
    b.   If Johnson City based, outdoor field scheduling for practices and games.
    c.   Referee scheduling for games
    d.   See the Fee policy for the cost of these services.
  3.  The Independent Team may remain intact for a period of one year at which time its members will try out with their respective ages as ETSF members.
  4.  While the Independent team is affiliated with ETSF, its members will follow all ETSF policies and procedures.

POLICY 15 - FINANCIAL AID REQUIREMENTS/SPECIFICATIONS [top]

  1.   Requests for financial aid must be in written form by the parent of the player for whom financial aid is requested. The parent must provide a brief discussion as to why financial aid is being requested.
  2.   Financial aid for qualified recipients shall take the form of ETSF Federation Fee
  3.   Financial aid shall be limited to no more than an average of two players per team. Any additional requests per team must be presented to the full board.
  4.   Requests for financial aid are subject to the approval of the ETSF President. Requests for financial aid must be received by the President no later than 7 days prior to the next scheduled board meeting of the ETSF Board of Directors.
  5.   Reapplication for financial aid must be submitted each season for approval.
 
POLICY 16 - FILING A GRIEVANCE [top]

Methods for preferring and administering charges brought against a player, coach or member of the East Tennessee Soccer Federation (ETSF). Any member of the ETSF may charge another member for the purpose of determining whether the actions of the chargee are in the best interest of the Federation and or the sport of soccer. The procedure used for preferring charges will be that prescribed in the TennesseeState Soccer Association Administrative Manual. The basic provisions are:
  1.   Any charges must be written and presented to the person(s) being charged. The person bringing the charges will, at the same time, provide a copy of those charges to the Board of Directors of the Federation. The charged person(s) will have 10 days to respond, in writing, to the charges.
  2.   The President of the Federation will appoint a committee of three disinterested members to conduct a hearing of the charges after the 10 days have elapsed. The hearing will be accomplished in the presence of both parties. After the hearing, the committee will meet in closed session to discuss the situation and render a decision. The decision will be rendered in writing within 3 days of the hearing.
  3.   After the decision, either party has the right to appeal. The appeal will be presented, in writing, to the Tennessee State Soccer Association.
  4.   The decision of the ETSF committee will have the full backing of the Board of Directors and the membership of the Federation. Actions which may be taken via the decision will be limited to:
    a.   dismissal of the charges
    b.   removal of the charged person from Federation membership.
    c.   recommendation for removal of an Officer.
    d.   recommendation for removal of a coach, assistant coach, manager of a team, or team representative (such removal requires a vote of the Board of Directors).
    e.   the barring of a player from playing as a member of the Federation.

ETSF Dues
  1.   ETSF will collect dues twice a year directly from the players; at fall registration and again in December or January. One may make the entire season payment or make 3 equal payments agreed upon at registration. Collection responsibility for non-payment is on the Team. That is the Team Manager is responsible for making sure all payments are made to the club. The Treasurer or ED will keep the Team Manager informed of non payment by player.

  2.   Team Fees -- Each team is responsible for all further costs to operate the team (i.e., tournament fees, uniforms, etc.).
ETSF Dues Shall Pay
  1.   ETSF shall pay Coaches/trainers fees
  2.   ETSF shall pay the TSSA registration fee for all ETSF coaches, trainers, and up to two (2) assistant coaches per team.
  3.   ETSF shall pay for any coaches training approved by the Director of Coaching and Player Development for VOLUNTEER ETSF Team Coaches.
  4.   ETSF shall pay the convention and hotel fee for the Annual NSCAA or USSF convention for up to four (4) coaches per year, including the Director of Coaching and Player Development. All attendees must be approved by the Director of Coaching and Player Development. Coaches must double up.
  5.   ETSF shall pay the hotel expenses for the ETSF President, President Elect, Director of Coaching and Player Development, Registrar, and Risk Management Coordinator for the Annual TSSA convention.
  6.   ETSF shall pay for 20 Keeper training sessions (up to 2 trainers per session) per year.
  7.   ETSF shall pay for 20 Skill training sessions (up to 2 trainers per session) per year.
  8.   ETSF will pay 70% of the course fee for new ETSF referee candidates per year. Candidate must referee at least 3 games for ETSF.
  9.   ETSF shall pay the entry fees for 2 tournaments for new U9 and U10 teams.
  10.   ETSF shall pay to maintain a website for communicating to its members.
  11.   ETSF shall pay to help maintain city soccer fields.
  12.   ETSF shall pay for tryouts costs.
  13.   ETSF shall reimburse ETSF teams for referee costs for official league play.
  14.   ETSF shall pay other miscellaneous fees to operate the organization.
Independent Team Fees
  1.   ETSF service fees shall be
    a.   $100 handling fee per player for registration with TSSA each year and ETSF administrastion costs, unless otherwise specified by the Board of Directors.
    b.   The Independent Team is responsible for all TSSA fees that apply for each transaction.
    c.   Independent Teams are responsible for paying the referees that are scheduled for their games.

    d.   The DOC will have authority to set the pay for an individual coach within the range set above using the licensing level as the primary criteria. Other factors that may be considered by the DOC in setting coach payment include, but are not limited to:
         1. parent satisfaction with the coach
         2. loyalty and number of years of service to ETSF
         3. tournament participation and success, and
         4. retention of players
    e.  The DOC may recommend for Board approval a lesser or higher monthly amount.
    f.  The DOC will conduct a written evaluation for each coach at least annually.
    g.  The DOC will have access to a Budgeted Bonus Fund at an amount determined by the Board of Directors during each fiscal year. The DOC will obtain Board approval for the awarding of such Bonus funds based on extraordinary coach achievements including, but not limited to, state or national tournament participation by the team.
    h.  The DOC will have responsibility to work within the ETSF Budget for coaches payment and for additional budget funds that include, but are not limited to, coaching training (e.g. E license, D license), skills events for players, coaching equipment, and coaches expenses to attend annual NSCAA or USSF convention.
POLICY 18 - HIRING AND PAYING TEAM COACHES [top]

  1. ETSF will assign a coach or trainer to the team. If the team rejects ETSF's recommendation, ETSF will try to find another qualified coach or trainer. If another qualified coach or trainer cannot be found and the team refuses the previous recommendations, then the Board will have discretion to take action.
    Note: If a Team Trainer is used, then a parent/guardian must volunteer to be the game day coach.
  2. ETSF Team Coaches and Team Trainers shall coach/train on a Month by Month basis.
  3. Guidelines for Coaching and Training
    1. A Team Coach is a person that trains the team and coaches the team at events.
    2. A Team Trainer is a person that trains the team but does not attend team events.
    3. An ETSF Team coach or trainer should average at least 2 practices per week during the fall and spring sessions and one practice and one game per week during the indoor sessions in addition to being available for league and scrimmage games and for tournaments.
  4. Seasons are defined as:
    1. Fall: August - December (5 months)
    2. Spring: January 15 - May 15 (5 months)
    3. Fall or Spring seasons may be less if the team does not play indoor or if the team plays on their High School soccer team.
  5. An ETSF team cannot use the ETSF tax ID.
  6. The ETSF team is responsible for travel expenses based on the following guidelines:
    1. Have the Team Coach stay in the same hotel as the team.
    2. Pay the cost of the hotel room.
    3. $30 a day food per-diem (pro-rated).
    4. Receipts for gas or prepay negotiated by team and coach
  7. Payment Guidelines for Coaching and Training
    1. ETSF will provide direct compensation to the Coach or Trainer.
    2. ETSF pays coaches and trainers on the last day of the month according to the seasons as defined in section 4 above if they are actively coaching an ETSF team. If the team finishes the season early or begins the spring season later and is not playing/practicing indoor, the coach will not recieve compensation.
    3. The following table lists the recommended payment range for ETSF Team Coaches and Team Trainers based on the listed qualification:

Support positions are positions that assist the Federation Officers in carrying out their duties. An individual is appointed for a support position by the appropriate Federation Officer, subject to the approval of the President. The support position is not a voting position. The following positions shall exist:

Technical Director Appointed by the Director of Coaching and Player Development. Assists the Coaching Director in creating and implementing a coaching and player development plan, conducting tryouts, and any other duties specified by the Director of Coaching and Player Development.
Web Administrator Appointed by the Communication Coordinator. Responsible for maintaining the ETSF website. Also responsible for source media archival of ETSF documents such as the Bylaws and the Policy and Procedure Manual.
Outdoor Tournament Director Appointed by the President-Elect. Responsible for coordinating the activities required to run the Annual ETSF Soccer Tournament.
Indoor Soccer Complex Director Contracted by ETSF to run the Indoor Soccer Complex. Reports to the ETSF President.
3 member Advisory Group to the Board Members-at-large presented by a nominating committee.
Risk Management Coordinator Appointed by the President. Responsible for risk management duties as specified by the President.
